DCA Reports and Notices

The Department of Community Affairs (DCA) has a web page where it posts the Objections, Recommendations and Comments (ORC) Reports and Notices of Intent (NOI) that it issues for comprehensive plan amendments. Users can choose to search for specific communities' documents, or view all the documents that are available. Click here to view the web page.

HB 7203

On July 1, 2007, new legislation created by House Bill 7203 took effect. Among other provisions, it created a pilot program establishing a streamlined process for the amendment of comprehensive plans for certain communities, including Pinellas County and its municipalities, as set forth in Section 163.32465, Florida Statutes. A memo containing a PPC staff analysis of the bill was mailed to each local government.

However, it should be noted that the new streamlined process specificially does not apply to “Plan amendments that...update a comprehensive plan based on an evaluation and appraisal report.” EAR-based amendments will continue to be processed under the law that was in existence prior to July 1.

Data Guides & Sources

The following documents contain data and technical guidance designed to help local governments prepare various elements of their EAR-based amendments. There are three different types of documents, as indicated in the left-hand columns of the tables below.

Two of the document types were prepared by the PPC and The Gail Easley Company. The data guides contain templates and step-by-step instructions to help local governments prepare various elements. They may be downloaded either in Adobe Acrobat (PDF) format or as editable Microsoft Word documents. The compiled data sources are in Microsoft Excel spreadsheets and/or other formats, and contain data from multiple sources; some are specifically designed to be used with the data guides.

The original data sources are studies, plans, or online databases, most created by other governmental entities, which may be useful in providing data needed for the elements. Documents not produced by the PPC are presented “as is,” and any questions about their content should be directed to the authors.

Documents that are applicable to more than one element are repeated under all appropriate sections. Please note that many files are large, and may take some time to open or download.

Future of the Region: A Strategic Regional Policy Plan for the Tampa Bay Region. A long-range guide for the physical, economic, and social development of the Tampa Bay region, pursuant to Chapter 186, Florida Statutes (F.S.), and Chapter 27E-5, Florida Administrative Code (F.A.C.).
Original Data Source Pinellas County Available Information and Resources. Data and technical resources that may be available from the Pinellas County Planning Department.
Original Data Source Pinellas County Evaluation and Appraisal Report, 2005. A required part of the state growth management process, the document is intended to evaluate the effectiveness of the current Pinellas County Comprehensive Plan, identify major planning issues that need to be resolved, and identify any actions that are needed to address the major issues.
Original Data Source Service Delivery in Pinellas County: An Inventory and Assessment of Service Delivery Agreements, 2004. Inventories the formal and informal methods that the 25 local governments in Pinellas County use to actively coordinate with other jurisdictions and agencies to ensure effective service delivery.


Future Land Use Element

Compiled Data Source Existing Land Use Acreages for Municipalities in Pinellas County. Acreages of land parcels, rights-of-way, submerged lands, and other waters for each city and town, using data from the Pinellas County Planning Department and Property Appraiser’s Office.
Original Data Source Pinellas County, Florida, Permanent Population Projections by Jurisdiction. Population estimates and projections from 2005 to 2025, calculated by the Pinellas County Planning Department.

Original Data Source Water Supply Element of the Pinellas County Comprehensive Plan. An element of the county comprehensive plan that addresses the need for potable water facilities and services to serve the current and future population.
Original Data Source Pinellas County Water Supply Planning Web Page. Original Data Source 2002 Annual Report, Department of Environmental Management, Pinellas County. Contains a list of programs in water resources management, pollution prevention, and air quality.
Original Data Source A Recreational Boating Characterization for Tampa and Sarasota Bays, by Charles Sidman, Timothy Fik, and Bill Sargent, Florida Sea Grant Program, August 2004. This report addresses boating patterns, identifies problems and potential solutions, and may be of use to municipalities with docks, boat ramps, marina, and shorelines in boating areas. The maps may be useful in addressing shoreline use conflicts.

Contact Information

The following documents contain general data that may be useful in preparing local government EAR-based amendments.

Directory of Contacts. A list of individuals at the local, state, and regional level who should be able to assist with data needs for the preparation of EAR-based amendments.
Team Assignments. For those communities that have contracted with the PPC for direct assistance with their EAR-based amendments, your assigned planners and their contact information.

 

EAR-Based Amendment Forum

The Pinellas Planning Council hosted an EAR-Based Amendment Forum on September 12th, 13th, and 14th, 2006, at the Harborview Center in downtown Clearwater.

“Get acquainted” sessions were held on the afternoon of the 12th and morning of the 13th. These identical sessions gave a general introduction to the plan amendment process. They were designed for government and private sector planners, planning board members, elected officials, other municipal staff, and anyone else interested or involved in the amendment process. Workshop training, dealing with technical aspects of preparing a comprehensive plan amendment, was held all day on the 14th. This training was intended for planners or other municipal representatives who will be responsible for authoring the EAR-based amendments, or elected decision makers who will be assisting in their development and adoption.
